Chairman of the Intergovernmental Council of Road Workers of the CIS countries
Buri Bakhabekovich Karimov was born on 9 December 1957 in Tajikistan. In 1978 with distinction, I graduated from the Tajik Polytechnic Institute, on «Highways», and qualified as a construction engineer. In parallel, he completed two-year courses at the University of International Relations. In 1984 he graduated from the Tajik State University, «Planning of National Economy» department of the economic faculty.
In 1987 he defended his PhD thesis while working on the production within Socio-Ordor I.I. (Russia) walls. He was an Academy of Social Sciences student at the CPSU Central Committee (1988-1990).
In 1991 he entered the doctoral studies of MADI (UGT, Moscow, Russia) and defended his thesis for a PhD in engineering sciences (in defense instead of a dissertation he presented his book).
He worked as a master, engineer, worker, senior worker, chief engineer, and head of the department in road construction organizations of Tajikistan (1978-1987).
In 1987 he was appointed Minister of Construction and Operation of Highways of Tajikistan (1987-1989). He was also a member of the Ministry of Transport, Infrastructure and Transportation. According to statistics, he was the youngest minister of the Soviet Union: he was 29 years old. In the same year, he was elected a deputy of the Supreme Council of Tajikistan.
After 2 years he was appointed Chairman of the State Plan of Tajikistan and deputy Chairman of the Council of Ministers of Tajikistan (1989-1990), becoming the youngest Chairman of the State Plan in the USSR.
From 1990 to 1991 he worked as the Deputy Managing Director of the Trade Association «Mostospezstroi» and the Deputy General Director of the Production Association «Vatan».
In 1991-1993 - PhD student of MDI, general director of «Mehragezes» company (Moscow). He is also a member of the Russian Federation Association of Medical Research and Development. In 1994 he was elected Chairman of the Board of Directors of the Association of Tajik Entrepreneurs of Moscow. He is also a member of the Board of Directors of the Association of Tajik Entrepreneurs. At the same time, he worked as a Deputy Chairman of CRO of the Russian Transport Academy.
Elected in July 1995 and currently serves as Chief of the Secretariat of the Intergovernmental Road Council, and since 1997 - simultaneously Deputy Chairman of the ICRA and Chief Editor of the magazine «Roads of the Commonwealth of Independent States». On 10 September 2020, at the 42nd meeting of the ICRA, he was elected Chairman of the Intergovernmental Council of Road Administrators. B.B. Karimov is also the general director of «Intransdornauka».
He is the chairman of the Cultural Center «Borgohi Suhan» («Center of Words»), director of the general education school «Friendship of peoples» in the city of Dushanbe, deputy chairman of the CIS Council (basic organization for training and retraining of personnel in the road industry).
He is the coordinator in the field of transport and road industry of CIS, initiator, and head of the executive body of the Intergovernmental Council of Road Administrators (ICRA) - Secretariat of ICRA. Thanks to the fruitful work of the Secretariat of the ICRA under his leadership, mutually beneficial relations have been established between road users in short and long-distance transport, and the ICRA has been operating successfully for more than 30 years.
B.B. Karimov took part in the development of documents approved by the heads of governments of the CIS and ministries of transport (Concept of increasing the operational reliability of bridge structures on the roads of CIS states for the period 2008-2015, Protocol on international road infrastructure, Agreement on masses and dimensions of vehicles, etc.). It is based on the scheme of development of transport corridors in Central Asia, the Caucasus, and the Black Sea basin. It continues to actively work on the improvement and development of international roads in the CIS and the development of corridors towards countries far abroad.
He was a participant of the Summit of Rising Young Leaders of the Soviet Union and the USA in 1987, and in 1997 was declared the Man of the Year.
Thanks to him, 70 major road companies from CIS countries and far abroad joined the Council. He organized the production of modern machines for road repair in Russia (g. Saratov). B.B. Karimov assists road users in the design, construction, and operation of roads, improvement of control systems, financing, introduction of innovative technologies in the industry, road safety, as well as economic issues.
To strengthen the international cooperation of Russia with the CIS countries, thanks to the efforts of Karimov B.B. and his initiative, in recent years, in addition to the Plan of activities of the ICRA, Organized and held: 5 Congresses of CIS road workers in Moscow, Dushanbe et al. The Russian Federation has been organized. The Russian Federation has been working on the organization of the Congress, more than 30 scientific and practical seminars for road people of CIS countries, and more than three dozen international scientific and practical conferences.
B.B. Karimov initiated, organized, and with his colleagues conducted international motor rides: «Western Europe-West China» (2013) on the territory of the countries of the Customs Union; On the roads of Central Asia, on the occasion of the 70th anniversary of the victory of the Soviet people in the Great Patriotic War (2015), a train ride from Moscow to Bukhara (2018), a train ride through Europe (2019). In May 2021, an international motor vehicle race was held on the territory of Uzbekistan. In 2023 took place the VI international run on the route of the Great Silk Road through the territory of Tajikistan - Uzbekistan - Turkmenistan - Iran - Armenia. In 2024, the VII International Motor vehicle run on the roads of Russia, Kazakhstan, and Uzbekistan took place.
In 2022, Buri Karimov was awarded the medal «Born in the USSR». He is also a member of the National Academy of Sciences. In 2023 he was awarded the state award for Distinguished Transport Worker of the Russian Federation.
Three times - in 2012, 2014 and 2015. - He was the winner of the competition «Roads of Russia» in the nomination «For outstanding contribution to the development of the road industry», awarded the International Association of Trade Unions of Transport and Road Traffic Workers medal for active work and great personal contribution to strengthening cooperation and solidarity support commonwealth road traffic. Awarded the International Council of Motor Carriers (IRU) for its significant personal contribution to the development of the Eurasian transport system on the Great Silk Road.
He was elected a member of the International Academy of Transport, the Russian Academy of Transport, the Academy of Security, Defense and Law Enforcement Problems, and other academies in various CIS countries.

L.B. Goncharova (2012) is a professor of the Moscow Automobile and Road Institute (1993), Moscow State University of Railways (2014). He was elected a doctor of transport at the Kyrgyz State University of Construction, Transport and Architecture (2016).
He has read and lectured to students and provides methodological assistance to undergraduates, graduate students, and doctoral students of road traffic universities of Tajikistan, Russia, Belarus, Kazakhstan, Kyrgyzstan, and Iran.
Under his guidance, about 30 theses are protected for candidates and doctors of technical and economic sciences, as well as doctors of transport. He chaired the EPC on the protection of diploma projects and master’s theses in Tajikistan, Russia, and Belarus. He conducts a lot of research work, speaks at various international conferences, and has more than 300 scientific articles.
He writes in Russian and Tajik. Some of his books are approved as teaching aids for road schools in Russia and CIS countries and published in different languages. These books have found a wide response among specialists, especially those devoted to international roads, the management and financing of road industries, and ecology. They published more than 70 books of prose, poetry, and scientific orientation (part of the books in co-authorship).
Fruitful interstate, labor, and public activities of B.B. Karimova are very important for strengthening and developing cooperation, Integration, and friendly relations between CIS countries and far abroad. It is no coincidence that the media called him «CIS Ambassador», «Man of God», and «Man of Peace». He regularly holds friendship evenings at the House of Writers of Russia, the Moscow House of Nationalities, the Hall of the International Union of Writers, and the great halls of other CIS countries. He’s been awarded a medal for them. Lermontov, Award of the Certificate and Medal «For Skill and Mobility in Favor of Russian Literature» and other medals, as well as honorary certificates of these organizations. About his life and creative activity by different authors written and published 11 books and dozens of articles, poems, and essays.
